Yang tadinya agresif, toh akan sangat menurun. Bahkan termasuk imunitasnya. Termasuk otot-ototnya semua,“kata Boyke Kamis (26/5).
Meski kebiri kimiawi disebut bisa pulih, Boyke menjelaskan hal tersebut tergantung pemberian dosisnya. Untuk berapa lama zat kimia itu akan bekerja di terpidana kekerasan seksual tersebut. Tak hanya itu, dia menjelaskan, hukuman kebiri juga tergantung kepada kondisi biologis masing-masing terpidana.
Boyke pun menjelaskan, pendidikan seks seharusnya menjadi solusi jangka panjang yang dilakukan pemerintah ketimbang memberlakukan hukuman kebiri. Dari hasil penelitian di berbagai negara, kata dia, pendidikan seks tak mengajarkan cara berhubungan seks. Namun justru mengajarkan melindungi diri dari hal-hal negatif.

Her most famous novel, Oficio de tinieblas (1962; The Book of Lamentations), re-creates an Indian rebellion that occurred in the city of San Cristóbal de las Casas in the 19th century, but Castellanos sets it in the 1930s, when her own family suffered from the reforms brought about by Lázaro Cárdenas del Rio in the wake of the Mexican Revolution. Castellanos donated the land she inherited to the destitute Indians of Chiapas.

“That means there is no plan to action on driving digital transformation in meaningful ways to address customer value,” said Andreas Hartl (pic above), Microsoft Asia Pacific general manager of cloud and enterprise.
Despite this, business leaders are keen to take the use of data further, saying that the top five benefits of a data culture are being able to make real-time decisions (86%); efficiency in operations (85%); improved processes (82%); better business continuity (81%); and improved customer satisfaction and retention (77%).
“What does it tell us? When you look across Asia … the pattern is that we are not yet there when it comes to disruptive businesses,” Hartl told a recent media conference in Singapore.
The Asia Data Culture Study 2016 covered over 900 business leaders from medium to large companies across 13 markets including Singapore, Malaysia, Indonesia, Thailand and Vietnam.
The survey cited five common barriers to driving a data culture within an organisation: Perceived high costs (49%); data security concerns (43%); lack of digital skills in the workplace (36%); fear of change (33%); and securing budgets (31%).
Meanwhile, 87% of business leaders felt that the data culture should be driven from the topdown, pointing to the chief executive officer (CEO) or chief information officer (CIO) as the ones who should lead the charge.
The funny thing is that the C-suite has been about talking about its willingness to embrace the data culture for years, according to Microsoft’s cloud and enterprise corporate vice president Takeshi Numoto (pic).
“Just like breaking down silos in an organisation is not a new issue – it will forever be a management challenge, and this is just another rendition of it,” he said.
“You can have all the technology in the world, but if people are not willing to share data, it won’t work.
“It does underscore the need to bring the conversation to a higher level, instead of assuming that it will get solved on its own,” he added.
In terms of study respondents, even those reporting directly to the CEO said that only the CEO has the ability to put pressure to drive such a culture, according to Hartl.
“The interesting thing is, as part of the study, the level below the CEO, they see there is not enough pressure from other lines of business to drive that properly,” he said.
“The only person they feel is able to drive that change is the CEO,” he added.

Retno mengatakan posisi keempat korban sandera masih berada di Kepulauan Sulu. Selanjutnya Indonesia akan menyusun rencana pemulangan para korban sandera ke Indonesia.
"Mereka dalam kondisi baik. Saat ini dilakukan pemeriksaan kesehatan dan dari Kemlu sudah melakukan komunikasi dengan keluarga sandera untuk menyampaikan mengenai masalah kondisi kesehatan dan sudah bebas sehingga keluarga merasa tenang," jelasnya.
Sejak pagi hari ini, Retno terus melakukan komunikasi dengan pihak Filipina dan semua pihak yang terkait dalam upaya pembebasan. Selanjutnya, pembahasan akan berfokus pada pemulangan para sandera ke Indonesia.
"Jadi sekarang kita bahas kapan dan bagaimana pemulangannya," ucapnya.

2 Tentara Mesir Tewas Saat Coba Jinakkan Bom di Pinggir Jalan
Semenanjung Sinai - Dua tentara Mesir dilaporkan tewas saat mencoba menjinakkan bom di pinggir jalan di Semenanjung Sinai, Asia Barat. Bom tersebut meledak sebelum berhasil dijinakkan.
Berdasarkan informasi dari kantor berita AFP, Minggu (14/2/2016), selain dua tentara tewas, beberapa lainnya juga mengalami luka-luka akibat ledakan tersebut.
ISIS regional Mesir melancarkan pemberontakan di Semenanjung Sinai yang membuat pertempuran bergolak dan menewaskan ratusan tentara dan polisi. Pemberontakan tersebut dimulai sejak Presiden Mohamed Morsi digulingkan oleh militer Mesir pada 2013 lalu.

Lavrov pun menegaskan, bahwa setiap desakan untuk melakukan operasi darat di Suriah yang dilanda perang harus dihentikan. "Kami sangat percaya bahwa desakan tersebut dibuat oleh orang-orang yang tidak tertarik dalam penyelesaian politik yang nyata, yang mengandalkan solusi militer," kata Lavrov.
"Kami yakin hal itu akan menyebabkan bencana dan seruan untuk melakukan hal itu harus dihentikan," sambung Lavrov seperti dikutip dari laman Sputnik, Selasa (3/5/2016).
Sebelumnya, selama berbulan-bulan Turki kerap menembaki wilayah Suriah yang diduduki oleh militan ISIS. Turki juga mengerahkan pasukannya ke sekitar perbatasan untuk menembaki sejumlah target milik ISIS.
Sedangkan Penasehat Kementerian Pertahanan Arab Saudi, Ahmed Asiri mengatakan, operasi darat mungkin akan digelar di Suriah dan telah dibahas pada tingkat politik. Meski begitu, pembahasan belum memasuki diskusi militer.
Giliran AS Ultimatum Assad Soal Gencatan Senjata

"Jika Assad tidak mematuhi (gencatan senjata yang baru), jelas akan ada dampaknya dan salah satu dari mereka mungkin menghancurkan gencatan senjata secara total dan mereka kembali berperang," kata Kerry.
"Saya tidak berpikir bahwa Rusia menginginkan hal itu terjadi. Saya tidak berpikir Assad akan mendapatkan keuntungan dari itu," tambah Kerry seperti dikutip dariReuters, Rabu (4/5/2016).
Rusia mengatakan, gencatan senjata baru untuk menghentikan pertempuran di Aleppo bisa terjadi dimana wilayah utara kota tersebut telah dilanda gelombang kekerasan yang telah menewaskan lebih dari 270 orang sejak 22 April.
Sebelumnya, Menteri Luar Negeri Rusia Sergei Lavrov berharap setuju untuk menghentikan pertempuran di Aleppo dalam waktu dekat, bahkan mungkin dalam beberapa jam setelah bertemu untusan PBB untuk Suriah, Staffan de Mistura.

Ajakan menormalkan situasi di Baltik itu disampaikan Kepala Operasi Angkatan Laut AS, Laksamana John M. Richardson kepada wartawan di Pentagon, hari Senin.
Pada pertengahan April 2016, dua pesawat jet tempur Su-24 Rusia bermanuver 50 kaki di atas kapal perang USS Donald Cook di kawasan Laut Baltik.
Jet tempur Rusia pada Jumat pekan lalu kembali bermanuver dengan mencegat pesawat mata-mata AS, RC-135 di wilayah udara internasional di Baltik. Pentagon menyebut, pilot jet tempur Su-27 melakukan manuver “barrel roll” dengan jarak 25 kaki atau sekitar 7,6 meter di depan pesawat RC-135.
”Harapan saya adalah bahwa kita dapat menghentikan kegiatan semacam ini,” kataRichardson.
”Saya tidak berpikir Rusia mencoba untuk memprovokasi insiden. Saya pikir mereka mencoba untuk mengirim sinyal,” ujarnya, seperti dikutip dari CBS News, Selasa (3/5/2016).
“Saya pikir itu cukup jelas bahwa mereka ingin memberitahu tahu kami bahwa mereka melihat kami berada di sana, di Baltik,” lanjut Richardson.
”Kami mencari semacam normalisasi di sana,” lanjut dia yang mengajak Rusia untuk menormalkan ketegangan di Baltik.

Menteri Luar Negeri AS, John Kerry, pernah mengecam tindakan pilot tempur Rusiaterhadap kapal perang USS Donald Cook. Menurutnya, kapal perang AS bisa dibenarkan jika menembak jatuh jet tempur Rusia pada saat itu.
